    NOTICE TO HWSETA STAKEHOLDERS

    Call for HWSETA Board Nominations

    Please be advised that the board nomination submission due date has been extended to 14 August 2025

    On behalf of the Minister of Higher Education and Training, the Acting Chief Executive Officer of the Health and Welfare Sector Education and Training Authority (HWSETA), established under the Skills Development Act No 97 of 1998, as amended, hereby calls for nominations from its health and social development stakeholders to serve on the Board of the HWSETA for the period 1 April 2025 to 31 March 2030. The Board comprises a maximum of 14 members drawn from organised labour, organized employers including private, non-governmental and government departments, professional bodies, and Statutory Councils, Bargaining Councils and Community Organisations, within the Sector of Health, Social Development and Veterinary Science.

    The aim of the HWSETA is to facilitate high quality skills development training and education to its sectoral stakeholders as set out within the framework of the Skills Development Act as amended and the Constitution of the HWSETA.

    The Board, as the Accounting Authority of the HWSETA, is primarily responsible for the provision of strategic leadership and good governance.

    Eligibility:

    Nominations must be compliant with the terms and conditions of the HWSETA Constitution, a copy of which can be downloaded from the HWSETA website:  www.hwseta.org.za. Constituency refers

    Applicants are to be nominated by a constituency as stipulated in the HWSETA Constitution.

    Eligibility criteria:

    • One must be a citizen and permanent resident in the Republic of South Africa
    • Not be subject to an order of a competent court declaring such person to be mentally ill or disordered
    • Not be an employee of the HWSETA
    • Not have been convicted of any offence for which such person is sentenced to imprisonment without an option of a fine, after the commencement of the Skills Development Amendment Act of 2011, whether in the Republic or elsewhere
    • Not have been convicted of any offence (such as theft, fraud, forgery, perjury, dishonesty etc) prior to the commencement of the Skills Development Act, 2011 or at any time after such commencement.
    • An NQF level 7 qualification is preferable
    • Must have knowledge, skills and experience required for the effective functioning of the SETA and the Skills Development System
    • Suitable candidates include youth
    • Must have intensive wealth of sectoral knowledge, technical experienced and leadership capability

    Application forms are available directly from the HWSETA website, www.hwseta.org.za or available for collection from the office of the HWSETA at 17 Bradford Road, Bedfordview.

    Application forms must be completed in full, and the following attached for submission to the HWSETA:

    • Nomination Letter from the applicable constituency – seniority of member to be stated
    • CV
    • Completed Declaration of Interest form
    • Verification of Qualifications – SAQA report – this information will be requested at a later stage
    • Certified copies of qualifications
    • Police Clearance Certificate (Criminal) – this information will be requested at a later stage
    • References (contactable)
    • Certified copy of Identity Document
    • Nominating stakeholders to submit acceptance letters

    Note: Verification of qualifications and Police Clearance documents will be finalized at a later stage with the suitable candidates identified for appointment.

    Closing date for receipt of nominations:

    Nominations close strictly at 16h30 on the 14 August 2025.

    Result of nomination:

    The HWSETA will only communicate with successful nominees, once all administrative procedures are fully concluded.

    HEALTH PROMOTION OFFICER RESULTS DELAYS

    Date: 20 June 2025 – The Health and Welfare Sector Education and Training Authority (HWSETA) acknowledges the delays in releasing Health Promotion Officer (HPO) results to learners and Skills Development Providers (SDP’s).

    The External Integrated Summative Assessment (EISA) coordination process has proven to be complex, requiring extensive capacity for the coordination of all the EISA’s aligned to the HWSETA delegated qualifications, with the Health Promotion Officer qualification EISA having the largest number of learners.

    The EISA coordination is a function shared between the HWSETA and the QTCO. There are timelines set that requires the drafting and submission of files, documents and reports between the two entities. This sometimes leads to delays when submission and correction of errors to meet the Quality Council for Trades and Occupations (QTCO) standards, is affected.

    The HPO EISA conducted in November 2024, results that were released by the QTCO on 09 June 2025 had inconsistencies in the mark allocation for some learners which necessitated comprehensive validation of all results to ensure credibility before resubmission to the QTCO. The validation process is finalized and resubmission to the QTCO will be made on 20 June 2025.

    The HWSETA is implementing several corrective measures including prioritising intensive internal quality assurance of reports before QCTO submissions, engaging with the QCTO to review assessment systems and prevent future delays, and arranging a special EISA rewrite for the Health Promotion Officer learners who are found not yet competent. The date for the special EISA will be communicated to affected providers by the 30 June 2025.

    The HWSETA will directly engage with learners to explain the delays where required, while SDPs can request confirmation letters from the HWSETA to verify delays for affected learners when they are applying for jobs. The HWSETA provide employers confirmations letters regarding result delay when necessary.

    The HWSETA remains committed to resolving these issues swiftly and implementing measures to prevent similar delays in future assessment cycles.

    The HWSETA wishes to appoint subject matter experts to facilitate Capacity Building Workshops on qualification development and implementation for all Occupational Qualifications and part Qualifications:

     

    • Health Promotion Officer (HPO) Level 3 with SAQA ID: 94597
    • Home Based Care (HBC) Level 2 and Level 3 with SAQA ID: 104792 and 104779
    • Child and Youth Care (CYC) Level 5 with SAQA ID: 99510
    • Social Auxiliary Worker (SAW) Level 5 with SAQA ID: 98890
    • Social Counselling (SC) Level 5 SAQA ID, 111142
    • Social Counselling Support Worker (SCSW) Level 4, with SAQA ID 111143
    • Occupational Health and Safety Practitioner (OHS) Level 5, with SAQA ID: 99714
    • Occupational Health and Safety Officer with SAQA ID: 121929 at NQF Level 04
    • Occupational Health and Safety Assistant with SAQA ID: 121930, at NQF Level 04

     

    The Requirements are as follows:

     

    • An understanding of the occupational qualifications sub-Frameworks (OQSF).
    • Knowledge of the transition from Legacy to occupational qualifications including strategies for monitoring and assessments.
    • An understanding of how occupational qualifications are developed and implemented.
    • Practical knowledge on the implementation of the occupational qualifications.
    • Knowledge of the Health and Social Services Sector needs and the specific skills required by stakeholders.

     

    SPECIAL REQUIREMENTS TO ACCOMPANY THE APPLICATION:

    • Application Letter
    • Proof of Registration on Central Supplier Database (CSD)
    • A valid Tax pin
    • A valid BBBEE Certificate (to qualify for HWSETA specific goals)
    • SBD4 Form

     

    Note: Service Provider will first be evaluated on functionality criterion. A service provider must score 70% or more to qualify to be further evaluated on the price and HWSETA specific goals.
